The European Union is preparing to introduce a €2 fee on all small parcels imported from outside the bloc, a move aimed at regulating the flood of low-cost goods from e-commerce giants like Shein and Temu. The proposal is expected to have a significant impact on the business models of these fast-fashion and discount platforms, which rely heavily on shipping cheap, individual packages directly from China to European consumers.

Currently, parcels valued under €150 can often enter the EU without customs duties, giving companies like Shein and Temu a major competitive advantage. The new measure would replace this system with a flat €2 fee per parcel, regardless of its value. EU officials argue that the change is necessary to level the playing field for local businesses and ensure fair tax contributions.

The proposal comes amid growing concerns in Europe over unfair competition, environmental impact, and consumer protection linked to ultra-fast shipping and extremely low prices. Shein and Temu have experienced rapid growth in recent years, with millions of customers across the EU attracted by their low-cost fashion and lifestyle products.

If approved, the new fee could raise prices for consumers and lead to longer delivery times, as platforms reassess their logistics and pricing strategies. EU officials believe the change will also generate much-needed revenue and reduce the volume of low-value shipments entering the region.
