The Democratic president plans to unveil his recent efforts to reduce gun violence in a speech in Monterey Park, California, said a senior White House official who discussed the order before signing it on condition of anonymity. In January, a gunman broke into a dance hall in a community near Los Angeles and shot dead 20 people, killing 11 after celebrating the Lunar New Year.

Biden's gun rhetoric has only gotten louder - in his speeches he calls for a systematic ban on so-called offensive weapons - and Democrats have not advanced such an anti-gun platform even under the Obama administration when Biden was vice president. But Biden has been buoyed by the interim after his regular gun control talks failed to result in major casualties, and he is expected to continue pushing for meaningful changes as the race nears 2024, his staff said.


Biden invited Brandon Tsay, the 26-year-old man who snatched a semi-automatic pistol from a shooter in Monterey Park, to his State of the Union address and praised the young man's heroism. "He saved my life. It's time we did the same," Biden said in his speech to Congress."Ban assault weapons once and for all."


But his power extends beyond the bipartisan legislation passed by Congress last summer, the broadest gun violence bill in decades. This followed the killing of 19 students and two teachers at an elementary school in Uvalde, Texas. "Too many lives have been lost to gun violence," said White House press secretary Karine Jean-Pierre. "However, he thinks we need to do more.You'll hear him urging Congress to act and not stop...that we must move forward.
